Sanctioned Psykers and Willpower
As noted elsewhere, Psychic Ability requires a disciplined, devoted mind that, apart from concerns of faith or devotion, must be strong and stable, lest it fall prey to the malign intelligences in the Warp, or be consumed by the energies coursing through it.

A Sanctioned Psyker must have a Willpower Bonus equal to her effective Psy Rating to use her gifts as safely as possible. If, for whatever reason, the Psyker’s gifts exceed her ability, she suffers a +5 modifier to any roll made on the Psychic Phenomenon or Perils of the Warp table for every point of difference between her Willpower Bonus and her PsyRating. This modifier takes effect whenever the Psyker rolls more dice to manifest a power than she has points of Willpower Bonus.

For example, a Psyker with a Willpower of 50 and a Psy Rating of 7 suffers a +10 modifier on the Psychic Phenomenon and Perils of the Warp table whenever she invokes a Phenomenon or Peril when using all 7 dice from her Psy Rating. If she used only 6 dice, this modifier would be +5, and if she used 5 (or fewer) dice, she would not incur this modifier (though she would still risk Phenomenon and Perils, unless she was Fettering her psychic powers.)

^= This automatic Peril is rolled for normally, ignoring any modifiers caused by Willpower Bonus or other conditions. It is affected by other traits and talents, such as Warp-Tainted or Favored By The Warp.

Note: If an Unsanctioned Psyker’s Fettered Psy Rating exceeds his Willpower Bonus, he provokes a single Phenomenon, regardless of the Power rolls, with the same modifiers as normally effects his Phenomenon Tests for Willpower.

Nascent Psykers

Psychic Power

A Nascent Psyker is assumed to have a Psy Rating of 1.
A Nascent Psyker can automatically generate, at the basic level, any Psychic Gifts he possesses as part of his Nascent Psyker Trait.
A Nascent Psyker selects one of his Psychic Gifts. This Gift never generates Psychic Phenomenon or Perils of the Warp.
A Nascent Psyker automatically generates Psychic Phenomenon when using any other Psychic Power, and will automatically generate a Peril of the Warp for every 9 rolled during manifestation.

Nascent Psykers may not Fetter their psychic powers, although they are allowed to Push their psychic potential. This is not entirely a conscious act in many cases, but may be required in the event that a Nascent Psyker’s Psychic Gift has a Threshold above what he may be capable of attaining.

Nascent Psykers Pushing their abilities automatically generate 1 Peril of the Warp when attempting to manifest a Power, and generate an additional Peril of the Warp for every 9 rolled during the Manifestation Test.
